Authorities, Regions, Industry Unions, and Business: The Federation of Creative Industries' Work Plan Discussed at «Winzavod»

On February 27, a Strategic Session of the Federation of Creative Industries (CIF) took place at the Center for Contemporary Art «Winzavod» in Moscow. The event was dedicated to the 4th anniversary of the organization and brought its members together on one platform. Leaders of major industry associations and professional communities of the creative industries gathered in an open discussion format to develop a consolidated decision on the new strategic direction of the CIF.
At the General Assembly in January 2025, four key audiences for CIF activities were identified: government authorities, industry unions, regional creative industry development centers, and large businesses.
«The first four years of the Federation's work focused on consolidating the expert community, participating in the development of key industry documents—such as the concept and plan, federal law — as well as developing regional infrastructure and conducting research. With the adoption of Federal Law 330, the creative industries in Russia have been institutionalized, marking the conclusion of the first phase of their development,» said Igor M. Namakonov, General Director of the CIF, summarizing the interim results.
The expansion of CIF's activities in the new phase was addressed by Sergey Matveev, curator of the Committee on Government Relations and President of the Federation of Intellectual Property:
«CIF’s activities are expanding due to new circumstances and must consider the fact that culture and economy are now interconnected through creative industries and the accumulation and enhancement of benefits — both protected and marketable. The role of the CIF, as an operator of relationships between actors in the creative industries, is to create tools for the sustainable transition between protected and marketable benefits, and vice versa, to further institutionalize the creative economy.»
During the discussion, participants highlighted the importance of cooperation with federal and regional authorities, creating conditions for effective interdepartmental collaboration, launching initiatives for regulatory acts related to the new federal law, and securing support from relevant ministries for all necessary initiatives.
Alexander Auzan, Dean of the Faculty of Economics at Lomonosov Moscow State University and Chairman of the CIF Board, who moderated the meeting, drew attention to the growing talent shortage in the sector:
«The talent shortage is here to stay. Competition is intensifying. Creative industries are unlikely to be able to 'poach' talent from other industries. This means we need to start 'producing' human capital,» Auzan emphasized, referencing a study conducted by CIF in 2023 in collaboration with the Institute of National Projects on economic trends and promising directions for the creative sector in the coming years.
Ideas and hypotheses for the further development of the Federation, proposed by participants at the meeting, will form the basis of the final resolution to be presented in April 2025.
